can not Configure and Enable Routing & RAS server

Eviroments: win 2k server (en) sp3+may sp4 patchs , ZoneAlarm Pro 4.x, Symantec AntiVirus Client,

when I start the Routing and Remote Access manager from the Administrative tools,

at first, the local host has been added to the server list...

after refresh, and right click on the localhost, the "Configure and Enable Routing and Remote Access" item is grey,

how to solve this problem?
 
2 Things, are you doing this as Administrator? Do you see the same issue if
you stop Zone Alarm, Symantec and your other 3rd party apps?
