Can not change passwords

Users can not change their passwords from their desktops, when pressing
CTRL+ALT+SUPR and choosing "Change password " option.

I' ve checked my Def Pol and don`t find anything that restrict this option.
I'd appreciate some help about this.

What is the error message?

Is there a minimum time they need to wait? Are they not meeting the
complexity requirements? Is the "user cannont change password" box on the
users account tab checked?

I forgot..
The error message says: "User can not change his password at this moment"

1. Open the Start menu and select the Run... command
(Windows key + R is the keyboard shortcut)

2. Type gpedit.msc and press Enter.

That opens the Microsoft Management Console with the Group Policy
snap-in.

3. Click on the plus (+) symbol on the left of each of the following
headings to navigate through them till you reach the Password Policy:

NOTE: (You will see more headings, which I have left out
for ease of illustration.)

Local Computer Policy
+ -- Computer Configuration
+ -- Windows Settings
+ -- Security Settings
+ -- Account Policies
-- Password Policy
Minimum password age ?? days

There's how to get to the settings that Manny referred to, which your
error message seems to confirm is your problem.
