Can not boot due to hal.dll error

I am receiving the HAL.DLL is missing or damaged.
I've tried replacing the HAL.dll and NTOSKRNL.exe files as on MS's website
and even tried re-installing (as I want to revert back to this partition as
it has more disk space).

I have Windows XP installed on 2 partitions - so I know there is no hardware
failure as the one I was using is fine (just low disk space). The boot.ini
file looks fine.

Tried those - still the same result.

Note I had to use bootcfg /query and I could not use bootcfg /rebuild (this
option didn't exist when typing bootcfg /?)

Converting to FAT 32 (yesterday as I got the same error) and re-installed
using OEM off hard drive worked.
However, even before this (Booting into BartPE, or second partition) I lost
my of my files - yes only a screen full of files in c:\windows. So had to do
a complete re-install. Installation on second partition going fine - looks
like I'm back to using by backup installation on D: and forget about running
of C: drive (they are the same physical disk).
