can not access some programs

Hi
I have a sony vaio and I started having problems accessing some programs from the start all programs. For example, when I click on the help and support a page will come up but only info on the right side of the page is loaded. At the same time I noticed I cannot get my hyperlinks to respond in Outlook Express. They will look like they are doing something but nothing happens. Both these problems happened at the same time. I have tried all the .dll checks, changed security settings. Removed Norton cause things seemed to happen after the lates update. Have run virus scans.No viruses. Can anyone give me a hand here. I have a restore cd that I made when I first got my computer but I do not have a XP cd. Have written sony and they said I do not need that cd and their restor files are kept on the hard drive. What is one to do if the entire hard drive fails

Sony should have given you some system disks when you bought the computer

Well, when I e-mailed sony support they told me I did not need anything, that everything for a restore was on the hard disk. I have e-mailed them 3 times and I keep getting the same answer
