can not access a web site

hi I am using windows 98 and i can not access a non
security web site. I do have internet access ,I am able to
visit web sites I have never visited before. The web site
is a very basic site help!!!!
 
Your computer's problem is weird.but, the sentence you write below is beyond
my understandable area!
