Can NCQ capability be determinded from software?

I have a Seagate disk which was an oem and Seagate's website says that
the drive "may" have NCQ capability. I'm not rabid on the subject of
NCQ but I'd like to know if it does have it as the prime reason for
this computer will be MPEG conversions from analog and I'd like
anything that potentially speeds up the process. Is there some
sniffing program out there that will make that determination whether
NCQ is enabled on the drive?
