Can meeting reminders be displayed 'in front' of other software?

Using Outlook with Windows XP, meeting reminders are not automatically
displayed in front of all other software. The reminder flashes, but if many
other programs are open the 'Outlook' group does not flash, so I am not awre
of a reminder having been displayed.

How can I ensure that the reminder is automatically displayed over all other
programs (as with Windows 2000)?
 
I am not sure of the problem as all of my reminders take focus when they pop
up. What other programs do you have open?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
