Did you go into Bios/setup, and set your CD/DVD drive to be 1st in the Boot
Order, insert XP CD, reboot, load files, delete existing partition, format,
etc?

Hi Zap,
Let me ask what happen for you to reinstall the operating system?
I will take clean install including Deleting Old partition(s) and creating
new one(s) then format them.
You can check these things:
1- HDD health by running the diagnostic tool from the CD or download from
the manufacturer website.
2- RAM test or try to reposition the stick in def slots and remove the Dust
while there (becareful to not burn a component on the Mobo with your body ESD
discharge.
3- CPU themal component may be burnt and need to be repalced for the CPU to
get cool enough for the installation to continue.
4- make sure the DVD installation media is clean and not scratched or use
another XP DVD/CD same specs as your XP DVD and use your Key to install it.

sorry about the repost.
it runs fine at the beginning i did the partitioning and confirm the
reinstalling the window. i can also see the process of copying files.
however, after copying the files, it usually restart the window and this is
the problem came out. it is suppose to see the window with a process on the
left handside and whole bunch of new features about XP on the right hand
side which i don't see these.

What you see Zap then?
Did you alter your Boot options in the BIOS by making:
1- CD/DVD as First boot Device
2- Hard drive as Second Boot device.
3- Floppy or whatever other devcie.

Did you checked the HDD health by running a Diagnostic test.
Let the machine to cool down by unpluging the Power cord for a while then
Fit firm and try again.
By multi attempts you gain the risk of overheating issue of the CPU!
Also did you perform a complete Format not a quick one?
Format the partition using the NTFS file system
