Can I wipe out the Quick Launch message bubbles permanently?

Down in the lower left, on the quick launch bar, all sorts of little yellow
(absolutely useless) messages pop up all the time with messages like "WLAN is
On" or "FDM Download Complete" or "WireNet Connected" (WireNet being my SSID)
or any number of others. I would estimate 1 in 15 is actually remotely
useful, and I want to entirely wipe out that functionality of Windows XP,
even if it means overwriting registry, installing patches, or using a third
party utility. I never, ever want to see any message pop up from the quick
launch bar again. Is that possible?
 
Does enabling balloon tips consume any system memory at startup, which then
can be recovered by disabling them?
