The answer to your very terse question is to just use a
label control with the bullet character as its Caption, but
you probably want something more elaborate. If you will
provide more details about the data for the report and how
the data should appear in the report, then we'll try to come
up with something.

What do you mean by "an outline numbering system"?
 
what i am trying to do is is the body of the record, (memo field) i am trying
to do something as follows however they would be in an outline format:

1 There will be a weekly sanitation inspection of all facility areas by a
qualified departmental staff member.

A. There will be a comprehensive and thorough monthly inspection by the
safety supervisor.

1) An inspection form will be completed and submitted to the safety
supervisor upon completion.

2 County health officials may inspect the Kitchen area at least once per
year with results to be on file with the Director.

What is in this memo field?

How is it supposed to look in the report?

What do you mean by "outline format"?
