Yes the Power Quest imaging software will image the NTFS
partition to a FAT32 partition no problem. You can even
convert it back to NTFS later if you want.

Power Quest can not convert NTFS to FAT. It just uses build in utility.
For this reason Power Quests NTFS to FAT convert has the same restriction as build in utility. The main
problem is cluster size.
In many cases NTFS cluster size will be 512 byte and in rare cases it can be 4096 bytes.
Paragon PM's NTFS to FAT convert has the only restriction. The destination NTFS cluster size can not be
greater than FAT cluster size.
