Can I transfer my license from my old computer to my new computer?

I have a license of Windows XP Professional (Traditinal Chinese) for one of
my computer. That system broke down due to hardware problem. I have another
computer without authorised license right now. Can I transfer the previous
license to that computer? How? As I have used the activation key before, I
can't used it again. What should I do? Of course I don't want to re-install
the whole system and softwares again. Please advice.

- I found a COA on the CD cover, but I can't find the product key (25 digits)
- Labels on COA - " Windows XPPro Genuine Adv ChnTrad, Hong Kong Direct CD
No Key, Made in Taiwan"

You would be better asking in microsoft.public.windowsxp.general which is
an XP news group.

A Windows XP retail licence is transferable to a new machine a long as you
remove it from the old machine.
Windows OEM licences are not transferable according to MSFT, although that
doesn't stand up in Europe. It may depend on your local competition laws.
