Can I track PO creation, invoices received and payments in Access

Is there a database template out there that will show me Purchase Order
details and track the invoices and payments until the PO is spent? I would
like the capability to indicate alterations to the PO amount. I am hoping to
find a template.

I don't know of a template that does exactly what you want. The Northwind
database has some of that functionality and you might be able to use it as a
place to start.
