Can I store a frequently used chunk of text?

I edit my blog using an on-line tool. I want to store a frequently used link
template: <a href="http://www.wcco.com" target="_blank" >website title or
description</a>

Is there a way I can do this? Some keystroke I could type, and that would
automatically pop up?

You could use a program that would store your clip so it's called up with a
keystroke combo:

Or you could use a clipboard "extender" program, like ClipMate:
