Can I set up the CC receiver to not get attachments in emails?

I have Outlook 2003 and I would like to have the option that when I send
large attachments via email that I may select my CC-list not to recieve them.
The purpose typically being that the CC wants to be in on the conversation
but already has access or doesn't need access to the attachments, eg sending
documents to the client and cc'ing my boss.

No. You send ONE copy of the same e-mail to all specified recipients.
If you want a recipient to get a different e-mail, you have to send them
a different one than you send the other recipients.
