Can I set a password so people don't delete my files and cookies..

In internet explorer Can I set a password so people don't delete my temp
files as well as cookies? I only want to use one log in name not anyother.
Meaning that I have windows XP and I don't want another user registered but
me on this computer.

This is accomplished by separate user accounts in Windows XP. A user
with an account that does not have administrator permissions can't even
see your TIF and cookies, let alone delete them. OTOH, if everyone uses
the same account there is no way to prevent another user from erasing
your TIF and cookies.
