I have a gif which I drew represesenting our plant layout. I would like to
draw a box over part of the gif and have some animation appear from behind
the drawn box. The new box should be the same color as the single color in
the gif. I would like to be able to select the color from the existing gif
if that is possible and use it to draw my box.

Bill,

there's no built-in color picker in PowerPoint. Use the image editing
program you used to draw the gif to find out the RGB values of the cover.
Use "More fill colors" in PowerPoint to enter those RGB values for your box.
