Can I prevent all Internet downloads and installations

We have Windows 2000 computers that students use. I have locked them down pretty good to prevent most problems. I even managed to prevent the saving of downloaded files to the hard drive. The one problem that I need help with is the automatic installation of files from the internet. When the download window pops up if the user clicks Open the installation program will start and run. This happens even if the user profile is set to User. I even have the feeling that some websites install programs without even opening the download window. Is there a way to prevent this from happening? I sure hope you say yes. I'm not affraid to hack the registry if someone can tell me what to do.
 
One option to look at is the IEAK (Internet Exxxxxplorer Admin Kit) -
http://www.microsoft.com/windows/ieak/ - the free kit to create 'branded'
copies of IE6. It has a wealth of optional parameters to restrict what users
can do using IE (and to a reasonable extent the entire desktop). It will
allow you to restrict the ability of users to run ActiveX, download files,
save local copies or run web-installs. For any educational outfit making a
branded IE6 rollout is a majorly good idea as you can lock down stuff like
homepages, ratings, cookie perms and such.. keep the lil varmints under
control.. ;-)
