No, you copy the image files to your target device, and then boot the device
up - the First Boot Agent will run and perform the tasks needed to set up
your working XPe build.
 
If you boot your XPe installation environment from some external medium,
then you could make some install wizard application that will format and
deploy your working XPe image.
But there are no default mechanism for this.
