Can I link personal and public folder contacts in Outlook

In Outlook I would like to link my Personal Contact list with the Public
Folders Contact list so that I have to just make changes in one list.
 
You'd need a 3rd party utility to keep them synced. See
http://www.slipstick.com/outlook/sync-mail.asp for some tools that can sync
public folders and mailbox folders. Add2Exchange works well.
