I suggest you stop listening to those people. Of course you can install on a
blank drive - if you have an upgrade you just need to insert the qualifying
media when prompted.

See above.

in addition i'll be glad to recieve sites of format tools that enable to
format drive.

You have one - it's called the Windows XP CD. Just set your BIOS to boot
from the CD drive (see the manual if you don't know how to enter the BIOS or
change the boot sequence). No other 3rd-party tools are required.

Greetings --

Of course you can install WinXP onto an empty hard drive.

Simply boot from the WinXP installation CD. You'll be offered
the opportunity to delete, create, and format partitions as part of
the installation process. (You may need to re-arrange the order of
boot devices in the PC's BIOS to boot from the CD.)

It's even possible to perform a clean installation using an
Upgrade CD. You'll be offered the opportunity to delete, create, and
format partitions as part of the installation process.

Simply boot from the WinXP Upgrade CD. The Upgrade CD checks to
see if a qualifying OS is installed, and, if it finds none, it asks
you to insert the installation media (CD) of that OS. Unfortunately,
an OEM "Recovery/Restore" CD will not work for this purpose; you must
have a true installation CD, complete with the "\Win98" folder and
*.cab files, or the "\i386" folder of WinNT/2K.

You can insert the XP cd and boot from it and then install XP on a blank
drive..........
Should not have a problem with a Retail Full version of XP.
