Can I install RAS without AD?

I just tried installing RAS on a Win 2K server in a Win NT domain. The
current RAS server is Win NT 4.0. An error appeared stating that I have to
enable the RAS server in AD before it will work. I tested inbound dialing
and the modems will not answer. Does anyone know a way to get the server to
work without being AD enabled?

Control Panel / Network and Dial-up Connections /
Make New Connection / Next / Tick "Accept Incoming Connections"
 
Not the right answer. The server belongs to a domain so the RRAS console
must be used to allow inbound access. It is configured that way, but the
modems still don't answer.
