To make a long story short, the computer I bought in City A a few years
back had pirated operation system. I have since moved across the
continent, but after endless wrestling the vendor, now defunct, had
coughed up an OEM copy, which I received by mail.

The thing is, will I be able to install an OEM OS without a vendor license?

First off - what makes you think the new license is more legitimate than the
last?

Secondly - OEM versions can ONLY perform CLEAN installations (format,
install - everything you had before and did not backup is gone and all
applications have to be reinstalled from their installation media with their
product keys as well.)

Last - have you tried to change the product key without doing a clean
install?

The Genuine Advantage Product Key Update Tool is only valid for
users attempting to change their current non-genuine Product Key
to a genuine COA sticker or genuine Product Key - all without a reinstall!
