Can I create and HTML document that is not used as a website?

I would like to create an html document that can downloaded by my clients
that the can open up in Explorer. This document will be a form that they can
fill out electronically and print or print out and fill out with a
pen/pencil. This document will not be transmitted to me when completed. The
form will be for their own information collection.

Any local html file will be opened by your default browser (e.g. IE6), so
just make some instructions on how to save the file.

In IE6 it is
Click on menu entry File
Click on Save As ...
Browse to location
Enter file name
Click Save

They should be able to print the form from their browser, although I would
check that the form fits OK
 
If you wish people to fill out the form electronically, perhaps you should
look at .pdf
