can I create an electronic signature for an access record?

I need to create a HIPAA compliant digital signature for each record in an
Access database table

To answer the post,
I would not use Access if you have to be HIPPA compliant or compliant with
any other legislation that's out there. While Access security can lock down
access to the objects and data - it is *NOT* lead tight. I'd go with a
commerical product first before I even tried to build something.
