Can i create a community

hello everybody...i am new to this forum and i have a little question...
i'd like to create a community where people sing up in my site to create
and modify their own personale pages. it is a penpal site basically where
people have to pay a little fee...i have to be the adm of this site and i
should be able to see, modify or delete other people pages...is it possible??
what do i have to study as far as frontpage is concerned in order to master
the building of such a site?? ( is there any template i can use??)...any post
will be very appreciated! thanks!
 
1. You will either need to locate a pre-written application that is written in a supported scripting
language as well as uses a database supported by your web host.

2. You will need to learn to custom write the application based on what is supported by your web
host.

or

3. Hire a web developer.
