Can I convert .wmv files to .mpeg files for free?

i've read the other posts about this and i'm not so sure i understand.... i'm sorrie this isn't one of my computer fortés so please bear with me. I've made videos with Windows Movie Maker and would like to convert them to .mpeg files. I really want to avoid purchasing a software so any help would really be appreciated! also if oyu can give me any info on how i could possibly post videos online, that would help too!

It depends on what you want to do with the MPEG files...
if you want to burn VCDs, you convert the movies to MPEG1
files for free. If you want to burn SVCDs or DVDs, then
you need to convert them to MPEG2 files, which cost at
least the licensing fee for the MPEG2 codec.

In either instance, TMPGEnc is your best bet to convert
the files... there's a link to downloading the utility on
the CD Burning page of www.papajohn.org - you can use the
MPEG2 option free for a 30 day trial period.

To put your videos on line, stay in the WMV format from
Movie Maker and copy your files to the free webspace
provided by your ISP... you need to get the info about
the amount of space provided and the procedure for
uploading your movies from your ISP.
