Can I convert a regular passport photo to Digital?

My system is the Home Edition WindowsXP 2003 model, how
can I use it to convert a regular passport photograph to
Digital with240x320 pixels resolution. Can a digital
camera and a scanner be of help?
 
Do you have a scanner? Set the resolution to your specification and scan.
