Right click on an empty area of the desktop.

Click Properties

Click Appearance

Click Advanced

This takes you to a dialog box where you can set, among other things, font
sizes and boldness for various types of Windows text.

Also, if you have XP, you can use its ClearType feature, which tends to make
text more legible. See Settings, Control Panel, ClearType Tuning.

Which OS? In XP you could use the Magnifier.
Press Win-U to enter it via the Accessibility Utility Manager.

Alternatively try experimenting with the Display, Properties, Appearance dialog
Keystrokes: Win-D,Menu-r,Ctrl-Backtab(Appearance),...

E.g. Fonts: Extra Large

Etc.

Unfortunately, I was only able to find a way to Bold the Address bar
label which didn't look too useful... ;o

and the forms I fill out on the internet

Many of those are dependent on the web provider's choices
unless you use the Internet Options, Accessibility dialog
to deny them that right.
Keystrokes: Alt-T,O,Alt-e,...
