can i allow a user(not administrators) control nt service

case A
make one new user name test123(user group)
test123 have permission ("start" and "stop" about specific a few nt
service)

is CaseA possible?

i know only administrators member can handle nt service.

Power Users can stop and start services, but they cannot set their
startup type or user context.

Services have permissions just like anything else. The easiest way to grant
users the ability to start and stop services is to create a group policy and
specify the permissions under the services section of the GPO. Permission
can also be configured on a per machine basis by using a tool in the
resource kit.

but is it possible on stand alone windows 2000 server
(now,we dont use active directoy environment)

and i can not find anything about it in "local group policy" mmc.

can u help me more
