Can I add a more rows of listed links to links bar?

By default, design, etc Internet Explorer displays a row
of links on the links bar. If you have more links than
what can be displayed it groups them on the end and you
have to click >> to get a list.

I have several links that I would like to see but can't
and was wondering how difficult it would be to add
multiple rows to the links bar?

I don't know of a way to add another Links bar which I too use alot, but one
thing you can do if you haven't already is to rename each one to a short
name where more can fit in.
 
I don't want to do it as a test but it looks as if you should be able
to drag the Links bar down onto its own row. (Unlock the Toolbars
and drag the toolbar down.)

Right now I can contract the Address bar (e.g. by doubleclicking on that
label) and the Links bar will expand to fill the space that leaves.
If you have the Links bar in its own row what happens if you contract the
Address bar? Does it still allow the Links bar to take over the space or do
you lose the whole bottom row?
