I have a Dell Inspiron 9300. I am trying to connect it to the TV, for
a second monitor, using an Svideo cable. The same exact setup has
worked in the past, but I have changed something crutial and it no
longer works.

When I click the second monitor icon and tell it to "extend to
desktop" The screen will flash, but then reverts to the "extend to
desktop" box being unchecked.

I then click the "advanced" tab, and pick the "display" tab. The only
choice I have is the "panel" the other 3 options are grayed.

If I click on anything but the "panel" icon, nothing happens.

Any suggestions where to go next?

BTW I am using a 6' cable to test, but I had it connected with a 25'
cable before.

lets start simple...is the tv set to video input mode? also switch to
the orignal cable u used, and last thing, push the button (FuNction
f4) to switch monitors

TV is set. Tried both cables. F4 doesn't seem to do anything.

I don't think the laptop is sensing the TV. BTW I did a Dell restore,
I wanted this to work so bad. I now have factory settings and it
still doesn't work.

Here is a screen shot of another video setup screen, but I am
unfamiliar with the settings. I do know everything is factory
default.
