Can Frontpage 2002 autosize pics for differing screen resolutions

Different computers with different screens take either only a portion of my
pictures or tile them. Is there a setting where one size fits all?

Tried putting pics in a table and that did not seem tomatter.

What exactly are you trying to do?

You need to decide on what size you want the image. Resize & optimize
outside of FP with a third party image editor or something like IrFanview
(freebie) then Import that adjusted image into FP, then place it into your
layout from there.

I was trying to have 1 picture, either as a background or inserted on the
page, appear to fill the screen regardless of the user's screen resolution.

Ideally, FP would expand the picture to fill the screen. But instead it
seems to tile the picture, or only show part of it.
 
A background image will never shrink or stretch to fill the area available
to it, instead it will cut off excess image or tile. You can use CSS to
prevent tiling, but can do nothing about the cut off.

An inserted image will display to the dimensions it is given, this may
result in scroll bars (if the image is too big for the display area) or
will leave a margin (if too small)
