Can emails be attached to emails?

I am trying to attach an earlier email to another email, but I can't see how
to do that. Is this even possible on Vista?
 
Highlight the message header of the earlier e-mal and File | Save As, and
save it to the Desktop as an eml file.

Start the new message and attach that eml file.
 
I believe you can click and drag the email to the compose window and it will
"attach" . . . . .
 
You can just drag the message from the folder list and drop it on the new
message window to attach it, or do what Bruce indicated, which is more
effort.
