Can DHCP be forces to give a new IP?

There appears to be a server statically mapped to the IP
address that DHCP has assigned to me. Release and Renew
only give me the same IP address. Our IT dept. is taking
a bit of time trying to track down the server, but in the
mean time I need to get work done. Is there a way to
prompt the DHCP server to assign a new IP address?

Not really.
Tell ^H^H^H^H suggest to your IP dept to mark the IP address as 'excluded'
on the DHCP server, do it doesn't permit it to be issued to clients whilst
they find the conflicting machine.
