Can anyone identify this excellent program ?

Hi, I'm looking for a freeware (at least I think it is) program that
lets you replicate the structure of nested folders without copying the
actual contents of the folders. I used this program a few months back
and it was excellent, but I've since lost track of it and its name.
Any pointers as to the name of the program would be greatly
appreciated.

xxcopy /T (Creates directory structure, but does not copy files. It copies
all directories including empty ones (implicitly sets /E).)
