Can anyone explain what changed this group policy?

Servers: mainly W2K SP4 - Mixed Mode
Clients: W2K SP4

After working with a new group policy for over a week, I
tried to load it yesterday and received truncation
errors. After clicking "OK" over 30 times to see what had
changed, I noticed an entirely new section to the policy
for IE. I have placed the policy in preference mode
before, but never saw these options. For example, in one
of the sections I can choose is to block pop-ups. After
examining other policies in the domain, this is the only
one with the IE changes.

My question is what caused the changes in the policy and
how could I stop it from happening again?
 
XP SP2 pol templates, it works only in xp sp2 and causes "long string error"
on windows 2000/2003 gp editors, patch from ms avaliable

So, someone does have XP SP2 and opened the GPO which
modified it?
