Can access site from work, not from home

My internet service provides a link to a program to build a web site. I
started building a personal site from my work computer. When I go home, I
can't get to the site builder. The link URL appears briefly, a new window
starts to open, a little box with a red circle crossed out appears briefly,
and then it goes back to the previous window.

I am running XP on both machines with Windows firewall. I have deleted
files and cookies on both PCs. I am careful to sign out of the web site
builder before leaving work.

It appears the site builder is some how only recognizing my work computer
and has locked on to it. How can I get it released?
 
Most likely only your ISP can answer that.

Hi Larry,

Yep. The site builder uses your IP address to authenticate and load your web
page. You will have to contact your page builder provider and ask them for
advice. They may be able to give you access from multiple computers.

Well, I figured it out. The pop up blocker was getting triggered for some
reason on this window. So, I set it to allow pop ups for this site url.
