Can a user supervise a resource?

I've been researching a test case and think I can't do it with just Outlook
and Exchange alone. Can someone explain how to do the following if it is
possible?

I have a resource <conf_room>

I want all meeting requests for this room to go to the mailbox <room_mgr>.

This account must accept the request to have it scheduled into the
<conf_room> calendar.

I have a department that is willing to allow non-dept staff access to
'their' room, but they want to control reservation requests.

I'm beginning to see this as a bit of a foolish need, but want to see if
it's possible. I've tested delegates, but can't configure the resource and
the manager delegate to function as needed.

Should I drop this quest??

The scenario you describe sounds like that of a delegate. What problems did
you have in configuring a delegate?
 
What method are you using for the Resource Booking?
What version of Exchange?
What version of Outlook is the client using?

I answered my own question.

Note to all - OWA is NOT a good tool to use for resource scheduling!!

I was using my Outlook session, a virtual PC Outlook session as the resource
and OWA as the room mgr so I could view all at once. OWA grayed out the
accept, tentative, and decline options.

I used Outlook for the resource delegate and was able to accept/decline
requests and have the correct updates done for calendars and attendees.

Thanks for the help. I should have know to stick with Outlook, not OWA for
resource scheduling. Resource delegates are the key.
