Can a sender track when I forward their mail?

Is it possible for a sender to track the message they sent
me, if I then "forward" that message to another party?
 
No they can't. When you receive an e-mail it's yours and you basically can
do with it what you want with it except if there is a legal disclaimer
attached that tells you otherwise. Either way; the sender wouldn't know
unless the one you send to tells it to the orignal sender :-)

Just a remark; It's a good practise to remove the header from the foward if
the one you forward to doesn't know the original sender.
 
Html, yes if it contains webbugs but they won't get much information from
the web bug - it will be associated with your address not the other person
but use their IP address. if they use Exchange server and OWA and click on
links it may identify their mailbox in the referrer string.

Plain text - no unless they use OWA and click links.
