Can a CF card be made bootable?

Just got a new Notebook and it does not come with a floppy drive.
Since the BIOS allows booting from an USB device, how can I format a
CF card and boot off of it like a floppy?

Just copy the boot files to the USB Compact Flash card.

Change the boot order in the BIOS: make it check the USB ports before the HD.
