Could be a number of reasons.

Bare with me if this starts to sound a bit daunting.

First off get all your drivers up to date, to find out what hardware is in
your machine check out http://windows.dasmirnov.net/guides/hardware.php work
out what you've got and install the drivers from the manufacturers website.

One set of drivers that are the most important are the motherboards drivers.
There's no quick and easy way to work out what motherboard you've got
without downloading a 3rd party tool. However If you look in the Device
Manager (mentioned in the above link) you'll find a System Devices category,
pop that open you'll probably see something like xxxxx CPU to AGP controller
and xxxxx host bridge etc. Chances are the xxxxx will be VIA, Intel or
nVidia so check out their websites and look for chipset drivers.

Got stuff running in the background? Try closing it all down.

Grab the latest patch (1.5... do NOT get the 1.5beta patch) for Call of Duty
from http://www.callofduty.com/patch/
