Thank you for your update.
The steps can block a meeting request at the same time. However, we are
still able to create appointments. In this scenario, Outlook prompts that
"Conflicts with another appointment on your Calendar" to remind us that
there are several appointments at the same time. This is by-design feature.

|When I configure the resource scheduling settings it does prevent meetings
|from being scheduled at the same time, but I can still schedule
appointments
|at the same time.
