Calendar Permissions

I set up Permissions on a resources calendar for myself as
editor and default as none yet still anybody can book the
resource for a meeting.

Why?

Am I doing something wrong?

Is there a Knowledge Base Article describing this apparent
fault?

Can anyone help?
