I setup a DNS cache only server. It does cache but does
not save the cached sites. The Cached lookups are gone
during inactive times at night. How can I permanently
keep a list of most common lookups, or is this by design?

The default MaxCache ttl in MSDNS is one day. You can increase this in the
registry.

You are contradicting yourself. Either the resource record sets are cached
(for a period of time not more than the designated TTL period) or they are
not.

The cache will only hold the records for as long as the TTL allows. There isn't anything that you can do about that.,
