Cached lookups dissapearing in minutes

Hello!

Why would cached lookups dissapear within minutes of being created? I have
a client that runs DNS on a W2K server and his users are having problems
with a few websites like msn and msnbc. He'll clear the cache and then can
browse to those sites however, within five minutes they get DNS errors and
can't see the sites anymore. He'll clear the cache and then they can, etc.
This just started happening Friday after over a year with no problems.

Additional Info:

We found that the NS entries for these domains are not adhering to the 1 day
TTL. After we clear the cache, the NS entries show 24 hours TTL, but after
a few of the 15 minute refresh cycles, the NS entries begin to dissapear.
Once that happens that web site is unavailable to the users until he clears
the cache again.
