I have a number of people who have laptops who work in the office on the network as well as out of the office on business trips. We have all our company contacts in a public folder using exchange. When the person is out of the office and not connected they need access to these contacts. Can they be cached as the email in box can be? If not is there another way of having them see the contacts without a connection to the network.

Just add the public Contacts folder to the Public Folder Favorites
folder and make sure that folder is enabled for downloading in the
treeview control in the Email Accounts dialog. Use Tools, Email
Accounts, select the email account and make sure it's enabled for
downloading on exit so it's current, then select Change and in the
next dialog scroll down the treeview and expand the Public Folders
tree. Check that folder. Also, if you are using cached mode make sure
to click the Advanced button and go to the Advanced tab. Check to
download public folders there. Outlook will need to be restarted for
the changes to take effect.
