Cable Modem -> router -> Win2k -> XBox?

I have a cable modem connection to the Internet. Connected to the
cable modem is a NetGear FM114P Cable/DSL Wireless Firewall with Print
Server. I have an older PC running Windows 2000 Pro with an Xterasys
802.11B network card, and a LinkSys network card.

The Win2K PC connects to the Internet via the 802.11B network card.
This works fine. I added a LinkSys Ethernet card to the PC and am
trying to setup ICS with the Xbox. I had to reconfigure the FM114P so
that it is no longer at 192.168.0.1.

I got as far as setting up a fixed IP for the PC: 192.168.0.1. Do I
need to specify a specific IP for the second network card? So far the
PC works, but the Xbox cannot connect.

What is my next step?
 
That second NIC in the Win2k machine is doing nothing for
you. The Netgear router is providing all the functioanlity
your looking for, which is mostly NAT (Network Address
Translation).

Set all the network machines to use DHCP. Set the Netgear
Router to provide DHCP services, including the gateway
address. Typically these routers also act as a DNS proxy,
so DNS requests aren't sent to the internet, but are cached
on the router.

Every net client will now get an IP address from the
Netgear Router DHCP server most likely in the range of
192.168.0.2 through 192.168.0.254. They all should end up
with the Netgear as the DNS server and the Gateway
(192.168.0.1)

Unplug the cable modem for 2 minutes. don't turn off-UNPLUG
it. This will force it to lose all it's MAC address
information concerning your workstation. Then connect the
router's WAN port to the cable modem, and it's LAN
interfaces to your machines. Turn on the cable modem, turn
on the router. Let them start then turn on one PC at a time
and test each one as they come up. Go to a command prompt
and run "ipconfig /all" and it should show the correct
config now.
