Cab Install shortcut

Is there a way to have a cab file install place a shortcut in the startup
directory of winCE to the program EXE its installing?

Yes, you'll need to edit your .inf file use to build your cab files. See
this document for details of the CEShortcuts section:-

You can use the %CE4% identifier for the \Windows\Startup folder
