The prompt says to use the system repair to fix it, but it brings up a aommand prompt with no further help. Can I take a Config file at a template from another computer, and hope OS on the corrupted computer will automatically update it

If not what can I do?

Try a boot into Safe Mode, by hitting F8 just before the "Starting
Windows" screen would appear (takes a bit of practice).
Choose LAST GOOD.

If that does nothing, use a working PC to read this first...

After your system is restored, the ERUNT utility available here may
make it easier to fix the problem if it recurs...

If the problem persists, try swapping current RAM (even if it checks
good) for a single, high-quality 512Mb chip. XP reportedly is sensitive
to memory timing.
 
I had this problem and managed to fix it using the kellys-korner-xp link...I
found the Microsoft one confusing (they list all the commands in a row and
don't explain properly). You don't need another computer, you can use XP's
backup one...note however that after you fix the problem, you may have to
reinstall some or all of your hardware drivers (I did, it was highly
annoying).
